Heather Locklear Arrested After Paparazzi Tipped Off Police

A paparazzi who called 911, to report Heather Locklear allegedly driving erratically, runs a paparazzi agency and profited from images she took of the actress’s subsequent arrest. The paparazzi, Jill Ishkanian, says she called 911 because it was her "civic duty." Nicholas Teppe, the attorney for the paparazzi, said:

"The fact she witnessed Ms. Locklear’s erratic driving and reported it to the police did not mean she was disqualified from reporting the story, which she in fact did."

Ishkanian sold the photos to TMZ for $27,000. AOL, who owns TMZ, has some deep pockets.

TMZ had to buy the pictures through a third party, KM Press Group, because Ishkanian’s standing in the entertainment industry has been damaged by a $55 million lawsuit against US Weekly. That suit claims the magazine’s employees damaged her career by accusing her of stealing information from company computers. After leaving the magazine, Ishkanian helped form Sunset Photo and News, a paparazzi and celebrity reporting agency.

Ishkanian contended she took all the pictures of Locklear after she happened to run into her, but some of the pictures she sold show Locklear leaving a store well before the arrest.

CHP Lt. Dane Lobb said Wednesday that Ishkanian’s involvement would not change what was going forward as a regular DUI investigation. "We determined (Locklear) was someone who shouldn’t be operating a vehicle."

Heather Locklear Arrested for DUI

Heather Locklear was arrested in Santa Barbara on suspicion of DUI Saturday night, according to the California Highway Patrol. Police say it was not alcohol, but rather drugs that impaired Locklear’s driving. Locklear has been released from jail after posting bail.

In June Locklear entered an Arizona facility for treatment of anxiety and depression. It seems very likely she will claim she had a reaction to her prescription drugs that impaired her driving ability.

Locklear’s ex husband, Richie Sambora, was also arrested in March for a similar charge, where he pleaded no contest.

Heather Locklear Checks into Psych Rehab

Heather Locklear checked herself into a psychological treatment facility in Arizona. Locklear’s rep tells PEOPLE:

"Heather has been dealing with anxiety and depression. She requested an in-depth evaluation of her medication and entered into a medical facility for proper diagnosis and treatment."

Heather’s doctor called 911 back in March, saying concerned that she was suicidal.

Looks like the doc had good reason to be concerned.

Richie Sambora Had Daughter in Car for DUI

Richie Sambora’s 10-year-old daughter Ava was in the car at the time of his DUI arrest Tuesday night. Laguna Beach Sgt. Jason Kravetz said:

"There were three females in the car, two of them were juveniles."

Kravetz says the results of Sambora’s blood tests will be revealed in about a week. Sambora will appear in court May 7.

Sambora could be criminally charged with child endangerment, which would directly affect his child visitation. No wonder his ex wife Heather Locklear told her psychiatrist she wanted to kill herself. Police sources say, after Sambora was busted, the cops called Heather Locklear, Ava’s mom. Heather then authorized the adult woman in the car to drive her daughter home.
