Filipinos Love Music
Prisons in the Philippines keep the prisoner moral high by allowing them to perform cool music numbers. In Phoenix they get pink prison clothes and get to sleep in a tent. Sure Phoenix punishes prisoners, but the Philippines gives them self esteem. Maybe music can help reform criminals, like religion does.
