Always has been, and as long as there are taxes, it always will be. Poor people don't have the money to pay for roads, buildings, government services, or anything on a national basis. From day one, we've been paying our taxes and the government puts it all into a big pot, and pays for what we need. To act like wealth redistribution is socialistic is absurd.
